Trees Being Planted In Our Neighborhood Many homeowners are aware that Kansas City is currently planting new trees throughout the neighborhood. The City was supposed to place a flyer on residents' doors regarding this program; however, we have been informed that many homeowners did not receive one. If you would like to opt out of having a tree planted, please contact the City by: Email: [email protected] Phone: 816-513-7776 If you are unable to reach someone through those methods, you may also contact KC Parks & Recreation for assistance. Pet Waste Reminder As you enjoy walks with your furry family members, please remember to pick up after your pets. While many of us are pet owners, not all homeowners have pets, and several residents have reported pet waste being left in their yards. Being a good neighbor means cleaning up after your pet. Thank you for helping keep our community clean and enjoyable for everyone. Yard Light Pole Maintenance With the longer summer days, we'd like to remind homeowners about the community yard light poles. If your light pole simply needs a new light bulb, please notify Brookwater, and the HOA will replace the bulb. If you are experiencing issues with the light pole itself or the globe, please contact Brookwater for repair information and guidance. Please note that the pole and globe are the responsibility of the homeowner, while the HOA covers bulb replacement only. Annual Homeowners Meeting Finally, please keep an eye on your mail. Information regarding the upcoming Annual Homeowners Meeting in August will be arriving soon. Included in the mailing will be a Board Member Nomination Form. If you are interested in serving on the Board of Directors, we encourage you to complete the form and return it to Brookwater so your name can be placed on the ballot. KCMO Police Department's Juvenile Curfew...Please Read To the Residents and Community Partners of Kansas City’s Northland, 1125 Locust Kansas City, Missouri 64106 www.kcpd.org Office (816) 234-5000 05/29/2026 Summer Curfew Hours (Late May – Late September) Citywide Rules: Ages 15 and younger: Must be accompanied by a parent or guardian after 10 p.m. Ages 16 and 17: Must be accompanied by a parent or guardian after 11 p.m. Entertainment Districts: All minors under 18 must be accompanied by a parent or guardian after 9 p.m. Applies to five zones: Country Club Plaza, Westport, Downtown, 18th & Vine, and Zona Rosa. As we enter the summer months, the Shoal Creek Patrol Division would like to thank the residents, neighborhood associations, homeowners associations, businesses, schools, faith organizations, and community groups throughout the Northland for their continued partnership in helping keep our community safe. During the summer, we historically see an increase in juvenile-related activity including curfew violations, large gatherings, house parties, meetup events, disturbances, and, in some cases, criminal offenses associated with those events. While many of these situations involve otherwise good young people making poor decisions, unchecked activity can quickly create safety concerns for juveniles, residents, motorists, businesses, and first responders. To address these concerns, the Shoal Creek Patrol Division has updated and implemented a proactive Juvenile Action Plan focused on prevention, visibility, enforcement, and community engagement. The goal of this effort is not simply enforcement for enforcement’s sake, but rather early intervention, accountability, and the prevention of more serious incidents before they occur. Our officers will continue working closely with parents, schools, neighborhood groups, businesses, parks personnel, surrounding law enforcement agencies, and community stakeholders to identify emerging problems and respond quickly to developing issues. This includes addressing curfew violations, disruptive gatherings, trespassing complaints, take-over-style events, reckless driving activity, and delinquency offenses when they occur. Community reporting remains one of the most important tools in preventing these incidents from escalating. We encourage residents and business owners to report suspicious activity, large gatherings that appear to be developing, reckless or dangerous behavior, trespassing issues, vandalism, and other public safety concerns as early as possible. Timely reporting allows officers to intervene earlier, improve coordination, and reduce the likelihood of violence, property damage, or disorder. Residents are also encouraged to speak with their children and teenagers regarding curfew requirements, expectations for conduct in public spaces, and the potential legal and safety consequences associated with unlawful gatherings and criminal activity. The Northland has a strong tradition of engaged neighborhoods and community partnerships. Glass containers were found at the pool during this morning’s cleaning. This is not permitted. Please be aware that the Health Department can shut down the pool if glass is present. Additionally, if glass breaks, the pool must be drained, cleaned, and refilled—this cost may be charged to the responsible party. All beverages must be brought in non-glass containers only. We now have EIGHT new Safety Heroes in Charleston Harbor and a whole crew of confident riders ready to roll safely through the neighborhood. RE: Parking On The Street Per The City of Kansas City, Mo. parking regulations division...any vehicle parked on a city street, that exceeds 48 hours without being moved, is considered to be an abandoned vehicle. Such vehicle is subject to being towed. Residents should park their vehicles in their driveway in order to avoid such action by the city. Not everyone is on social media. If you have a neighbor that this may apply to, please advise them. Keeping our neighborhoods safe and healthy is important to the overall livability of any community. Brookwater announces it is partnering with CINC Systems to provide our community with payment processing, banking and web services. (Nov. 1, 2023)
All homeowners should be receiving a notice in the mail. For homeowners that have registered in the past with Brookwater's website, it will be necessary to re-register.
Simply click on the "Sign-In" button and then "Create an Account". Please complete the information required with your account number - CH223. Once your registration is reviewed and validated by Brookwater Management, you will receive an email with a link to set your password. You can then log in with your email address and new password to make payments and access information about your community.

Parking RV's and Other Vehicles In The Neighborhood
It has been brought to the attention of the Board that there are some RV's in the neighborhood that have extended their stay beyond the 48 hour limit. Please be mindful and do not extend the time limit. There have also been complaints about other vehicles being parked on our residential streets for several days at a time without moving.
The Kansas City Police Department's Parking Control Division handles such parking violations (816) 581-0706. Please call them to file a complaint. Here's the ordinance information: Abandoned Vehicle 70-641.a- Did abandon a vehicle or other personal property upon a city street (in excess of 48 hours) or highway (in excess of 10 hours). Basically you cannot park a vehicle, without moving it, for more that 48hrs. Parked On Sidewalk 70-523.A (1)(c)- Did stop, stand or park a vehicle on a sidewalk, park or other public property where parking is not allowed. You cannot park any vehicle, in your driveway, and have any part of it block the sidewalk.

RESOLUTION FOR DUES ENFORCEMENT
Be It Resolved that prior resolutions of the Board of Directors relating to enforcement of dues and assessments are amended as follows:
There shall be penalties, interest and charges for failure to pay homeowners assessments when due. All assessments shall be due and payable January 1 for the following year. All assessments not paid by March 31st shall have a penalty of $40.00 and all assessments not paid in full by June 30th shall have added a penalty of $40.00. Upon and after June 30th there shall be assessed interest of ten percent (10%) per annum on the unpaid balance until all assessments, penalties, interest and collection charges shall be paid in full.
Any assessment not paid in full by June 30th shall be enforced by the recording of a lien, and at the direction of the Board of Directors by a civil suit, and such collection procedures against the individual homeowners as shall be available at law. If a lien or a suit be filed the delinquent homeowners shall pay in addition to dues, penalties and interest all costs of filing and releasing
the lien and all costs of collection including attorney’s fees.
(Enacted by resolution of the Board of Directors of the Charleston Harbor Homes Association at its meeting in November 2008, reaffirmed by the Board of Directors at its meeting October 21,2020.)
