The pergola at Quincy Commons has been assembled and installed today (Saturday, May 17, 2025). What a fantastic group of volunteers!
Our thanks to our installer crew of Dan & Peggy Argall, Bob Daberkow, Mark Dickerson, John Giglio, Dan & Andy Hudson, Tim & Betty Job, Steve Junko, and Dick Trischler. The project supervisor was Earl Wilson. The pergola was finished in record time and looks great.
We now have a shady spot to picnic or just enjoy the view. All residents are invited to experience this new addition to our park.

CHHA Spring Garage Sales
Saturday, May 24th and Sunday, May 25th Location: Various homes within the Charleston Harbor subdivision Hours are up to individual residents, but generally run from 8 a.m. until 5 p.m. Residents have permission to place garage sale signs. Just be sure to take them down after the garage sales end. |

COMMUNITY DUMPSTER DAY Saturday, May 31, 2025, from 8:00 AM to Noon or until the dumpsters are full! We will have 3 dumpsters and they will be located in our pool parking lot. It’s time to clean out those garages, closets, toy bins, or just part ways with some household treasures. Your community support is needed! If you want to support your community and volunteer, please email your contact information to [email protected]. Without sufficient volunteers, this event could be canceled! Volunteers ensure that the dumpsters are loaded correctly and that prohibited items are not being dumped. Any amount of your time is welcome and appreciated! Thank you, and we look forward to hearing from you. General information guidelines for using the dumpsters: Dumpsters will be placed at the designated location before 8 a.m. and removed by 12 p.m. or whenever the dumpster is full. Please notify contractor when the dumpster is full. Dumpsters must be monitored until they are hauled away. This avoids illegal dumping Do not overload the dumpsters or allow materials to stick over the top Please clean the area after the dumpster has been removed Leaf and brush dumpster guidelines: Only leaves and brush are allowed in the dumpster. Yard debris must be in a paper lawn bag or a cardboard box. Tree limbs can be up to 10″ in diameter and 6′ in length. Please do not place plastic bags or trash in the dumpster. The State of Missouri does not allow leaves and brush in the landfill. Trash dumpster guidelines: Dumpsters are for common household trash only. Please do not place leaves and brush, tires, household hazardous waste or appliances in the dumpster. |

March 25, 2025 Board Meeting Update...
Several topics were discussed, among them: The Missouri Dept. of Natural Resources has passed our dam status. We will need to plant additional grass on the dam and trim back any small trees that may come back. The next review by the state will be in 2030. The Board has investigated the status of our former waterfall, the pump located in the lake, and the electricity to the lighthouse. It is recommended that nothing be done with the old waterfall as some rocks have shifted and the stability of the waterfall would be quite costly. The Board is considering placing a fountain in our lake to increase aeration and cutdown on chemical treatment of algae. A new electrical line will need to be run from the pool to the lighthouse. And then into the lake for the proposed fountain. The lighthouse needs to be painted and electricity restored. Spring Cleanup Day has yet to be scheduled. It is hoped that the lighthouse can be painted on that day.The Board is seeking volunteers from the community and there is a possibility that a local Boy Scout Troop may help with cleanup activities. Dumpster Day has yet to be scheduled. The City has not provided dates for the three dumpsters requested. It looks like Dumpster Day may be pushed out to the 3rd Saturday in May or June. The Board voted and approved that the pool hours will be 10 a.m. to 9 p.m. daily (this will now include Sunday). The Board voted and approved that a gazebo kit be purchased. It will be constructed by volunteers and placed at the Quincy Commons Park. The next CHHA Open Board Meeting is scheduled for Tuesday, May 27, 2025 at the KCPD Shoal Creek Patrol Station's community room. The Social Committee announced that there will be an Easter Egg Hunt on Saturday, April 19th at 10:00 a.m. |

High Winds and Recycling Collection
With the high winds moving in today, Charleston Harbor residents should make sure that their recycling bin lids remain closed. That may require repositioning the bins so that the winds do not blow open the lids or tip over the bins. There have been a few instances where recycling materials are blowing throughout the neighborhood. Thanking you in advance for being good neighbors. |
Charleston Harbor Residents, your 2025 Assessment Statements have been delivered to each homeowner.
Our goal is to ensure that homeowners receive statements early December. However, the due date is January 1, 2025, and at that time the charge is applied to the account. Residents are encouraged to utilize the online payment options for the most effective and efficient payment processing, as the holiday season is among us. Payments received prior will be applied to the account as a pre-paid payment until January 1, 2025, at which time the charge will be posted to the account, and the payment applied. Please see the accompanying Alliance Bank letter to assist you with the multiple payment options. Please note that all required payment account details can be found on your billing statement. RE: Parking On The Street Per The City of Kansas City, Mo. parking regulations division...any vehicle parked on a city street, that exceeds 48 hours without being moved, is considered to be an abandoned vehicle. Such vehicle is subject to being towed. Residents should park their vehicles in their driveway in order to avoid such action by the city. Not everyone is on social media. If you have a neighbor that this may apply to, please advise them. Keeping our neighborhoods safe and healthy is important to the overall livability of any community. Help keep our neighborhood streets safe and clear! |

Yard Signs Are Limited To Only Real Estate For Sale Pursuant to the Protective Covenants of Charleston Harbor, Section 3 (a): "No Signs, billboards, unsightly objects, or nuisances shall be erected, placed, hung, or displayed in any manner on any Residential Tract, Common Areas Tract, or any public right of way adjoining any Residential or Common Areas Tract." Please Remove Any Roofing or Lawn Service company signs from your yards. Any exceptions will need to be submitted to the Architectural Review Committee and approved by the HOA Board. |

Brookwater announces it is partnering with CINC Systems to provide our community with payment processing, banking and web services. (Nov. 1, 2023)
All homeowners should be receiving a notice in the mail. For homeowners that have registered in the past with Brookwater's website, it will be necessary to re-register.
Simply click on the "Sign-In" button and then "Create an Account". Please complete the information required with your account number - CH223. Once your registration is reviewed and validated by Brookwater Management, you will receive an email with a link to set your password. You can then log in with your email address and new password to make payments and access information about your community.

Parking RV's and Other Vehicles In The Neighborhood
It has been brought to the attention of the Board that there are some RV's in the neighborhood that have extended their stay beyond the 48 hour limit. Please be mindful and do not extend the time limit. There have also been complaints about other vehicles being parked on our residential streets for several days at a time without moving.
The Kansas City Police Department's Parking Control Division handles such parking violations (816) 581-0706. Please call them to file a complaint. Here's the ordinance information: Abandoned Vehicle 70-641.a- Did abandon a vehicle or other personal property upon a city street (in excess of 48 hours) or highway (in excess of 10 hours). Basically you cannot park a vehicle, without moving it, for more that 48hrs. Parked On Sidewalk 70-523.A (1)(c)- Did stop, stand or park a vehicle on a sidewalk, park or other public property where parking is not allowed. You cannot park any vehicle, in your driveway, and have any part of it block the sidewalk.

RESOLUTION FOR DUES ENFORCEMENT
Be It Resolved that prior resolutions of the Board of Directors relating to enforcement of dues and assessments are amended as follows:
There shall be penalties, interest and charges for failure to pay homeowners assessments when due. All assessments shall be due and payable January 1 for the following year. All assessments not paid by March 31st shall have a penalty of $40.00 and all assessments not paid in full by June 30th shall have added a penalty of $40.00. Upon and after June 30th there shall be assessed interest of ten percent (10%) per annum on the unpaid balance until all assessments, penalties, interest and collection charges shall be paid in full.
Any assessment not paid in full by June 30th shall be enforced by the recording of a lien, and at the direction of the Board of Directors by a civil suit, and such collection procedures against the individual homeowners as shall be available at law. If a lien or a suit be filed the delinquent homeowners shall pay in addition to dues, penalties and interest all costs of filing and releasing
the lien and all costs of collection including attorney’s fees.
(Enacted by resolution of the Board of Directors of the Charleston Harbor Homes Association at its meeting in November 2008, reaffirmed by the Board of Directors at its meeting October 21,2020.)
